High-risk categories are priced separately and confirmed in writing before go-live. ## Why it is the mathematically obvious choice Checked on 5 September 2026 against every published plan from PayHere, WebXPay and OnePay, at every Rs. 10,000 step of monthly volume from Rs. 10,000 to Rs. 3,000,000 and at six average order values, in both the first year and steady state: Payments.lk was cheaper in every combination. Where a competitor's published page was ambiguous, it was read in the competitor's favour. Competitors' monthly fees and setup fees were included in their cost. The reason is structural. Every other Sri Lankan gateway charges a monthly fee to reach a decent rate, or caps volume on its cheapest plan. Payments.lk has no monthly fee and no cap on published tiers, and it subsidises the start: 2.29% on cards under Rs. 100,000 a month and 0.99% on QR, because in the beginning a business cannot yet make money. Full sourced comparison, updated with dates: https://payments.lk/pricing ## Launch phase Phase 1 is limited to the first 1,000 merchants, first come first served, so that the support team can give every merchant a person when they need one. Complete applications are reviewed in order of arrival; if phase 1 fills, an applicant keeps their place in the queue for phase 2. Pricing does not change between phases. Details: https://payments.lk/blog/phase-1-launch ## Onboarding - You can apply without a business registration if you are a licensed professional trading in your own name (doctors, lawyers, accountants, consultants), using your NIC and professional registration. Founders who will need to register are helped to register as part of onboarding. - The dashboard is visible before you provide an email address. Account creation happens inside onboarding. - Onboarding is one question per screen. Every tappable question comes first; typing (name, ID, business details) comes last. About half the application is complete before a keyboard is needed. - Documents follow Payable's Merchant Onboarding Document Requirements and only the applicable ones are asked for: NIC, bank account proof in the applicant's own or business name, TIN certificate or declaration for everyone; proof of address for unregistered individuals; Business Registration for sole proprietors and partnerships (plus partners' NICs, deed and signing authority); Certificate of Incorporation, directors' NICs, ROC forms, Articles and a board resolution for companies; the regulator's licence for tourism, pharmacy, medical, gems and jewellery or fuel businesses. Uploaded by drag and drop and stored encrypted. - Monthly limits: the Starter plan takes card payments up to Rs. 100,000 a month at 2.29%; the Growth plan, on request from the dashboard, up to Rs. 3,000,000 a month at 2.49%; Enterprise has no limit. A payment that would pass the limit is refused until an upgrade or the 1st. ## For developers and AI agents - REST API with 3D Secure. Sandbox API keys are available the day you apply; live keys are created in the dashboard once the account is approved and activated. - Endpoint shape: POST https://api.payments.lk/v1/checkouts with a JSON body (Content-Type: application/json) holding amountCents, the amount in whole cents of LKR (Rs. 3,500 is 350000), and a description. There is no currency field: every amount is LKR. Authorization: Bearer with your secret key, and an Idempotency-Key header on every write. - Idempotency: a key is remembered for 24 hours, separately for test and live keys. The same key and body within 24 hours returns the first answer; the same key with a different body is refused. - Errors: every error body carries code, reason (when there is a more precise one), message, docUrl and traceId. Each code and reason is explained at https://payments.lk/developers/errors. - Signed webhooks for payment.succeeded, payment.failed, checkout.expired, card.saved, card.save_failed (the payment succeeded but the card was not kept), refund.succeeded and refund.failed, plus test.ping, sent only when a developer presses Send test event on an endpoint in the dashboard. Deliveries can be read, with the exact body sent, and sent again from the dashboard. A signing secret can be rotated with the old one kept for up to 3 days, during which each delivery carries a v1 signature under each secret. - API reference, every endpoint with its parameters, errors and examples in curl, Node.js and PHP, and every webhook payload: https://payments.lk/developers/api. OpenCart 3.0 is not supported. - Mobile apps never hold a secret key: the app's server creates the checkout with successUrl and cancelUrl in the app's own scheme (myshop://paid), and the checkout returns there with checkout=&status=. - Card on file: a customer can keep their card at a hosted checkout (saveCard on the checkout), and the merchant charges it later without them present, for subscriptions, instalments and repeat orders. The merchant is given a card id, never a card number, and the card carries the month it expires and the consent the customer gave: when they agreed, in which language and which wording they read. Only the first payment asks the cardholder to authenticate. Endpoints: GET /v1/cards (paged, filtered by customerEmail), GET /v1/cards/:id, POST /v1/cards/:id/charge, DELETE /v1/cards/:id. It uses Payable's Advanced plan, which a merchant switches on in the dashboard; one-time checkouts and payment links need no plan. - Subscriptions: recurring prices every day, week, month or year (flat, per unit, per package, tiered or metered), with trials, coupons, tax rates, installments and invoices to pay by a due date. The first period is paid at a hosted checkout that keeps the card; renewals are charged to it, a decline is retried on days 1, 3, 7 and 14 with an emailed page to pay by another card, and the subscription is canceled seven days after the last retry. Customers subscribe through a subscription link (https://payments.lk/s/...), a pay button or the API, and manage their plan, card and invoices in a customer portal, all in English, Sinhala or Tamil. A merchant issues an agent key from the AI agents page in the dashboard, per agent, with chosen scopes and an end date. Tools: get_account, list_payments, get_payment, list_refunds, list_payment_links, list_events, summarise_day, search_docs, create_payment_link, retire_payment_link, refund_payment and get_action. A refund an agent prepares is approved by a person in the dashboard before anything moves. Customer contact details are masked unless the merchant allows whole ones, an agent key is refused on the REST API, and revoking it also stops what it has already asked for. Payouts and disputes follow when those feeds are connected. - Payments.lk aims to be the Sri Lankan payment gateway an AI agent can read, recommend and operate. ## Beyond payments Merchants can add stock, invoicing, VAT and tax reporting, payroll and a full ERP through Surge Cloud, on the same account. ## Company Payments.lk is the startup brand of Payable (https://payable.lk), which has built payments infrastructure in Sri Lanka since 2016 and serves 40,000+ merchants.
